This page provides IICR Network members and other interested people with information about Phase 3 of the IICR research. This phase is taking place from January to March 2026 and focuses on options and choices for action to increase Internet infrastructure and communication resilience. We will update this page with workshop information as it becomes available.

These three Network workshops will build on each other and aim to provide actionable frameworks and suggestions to inform future action on internet resilience in the context of climate change (and beyond).
More information will be added below — including links to resources and slide presentations — as it becomes available.
Workshop 1: Refining the vision and framing of the 5 R’s of resilience
Date: Tuesday 17 February, 12pm - 1.30pm (online)
Overview: In this workshop, Network members will work to refine the vision for communications resilience (see top of this document) we developed in phase 2 and definitions for the “5 Rs” of resilience (robustness, redundancy, rapidity, resourcefulness, relationships) we have been drawing on.
We will also be welcoming Steve from the League of Live Illustrators, who will be shaping the vision and 5Rs into a shareable graphic as an output for this phase of work.
The main group activities of this workshop will be breakout discussions to refine the 5Rs and a group discussion about the vision.

Workshop 2: Developing a “menu” of potential actions for different stakeholder groups
Date: Tuesday 3 March, 12pm - 1.30pm (online)
Overview: In this workshop, Network members will focus on developing a long-list of potential actions a range of stakeholders can take to support Internet infrastructure resilience, using the 5Rs as a starting point: robustness, redundancy, rapidity, resourcefulness and relationships. We will also discuss a framework to guide further refinement and prioritisation of the actions, which will be undertaken by the research team following this workshop.
