This page provides IICR Network members and other interested people with information about Phase 2 of the IICR research. This phase took place from September to November 2025 and focused on sharing visions and experiences.

There were three main areas of activity (workstreams) in Phase 2. These were proposed by the research team with input from the Network and Advisory Group.

“Fit for What Purpose”: Internet Infrastructure resilience in a Hothouse/Disorderly World? (Scenario exercise sessions)
Envisioning data best practice: how hazard and infrastructure data can help (Data focused discussion round tables).
Network members could participate in as many or as few of these areas as they had interest and capacity for. We encouraged Network members to participate in at least one of the workstreams.

Rewilding the Internet for resilience: This one-off in person and online event was co-hosted by the Critical Signals team on 12 September. More information about the event is here and a video of the session is now viewable here- thanks to Maria Farrell, the Critical Signals team and all who attended.
Weekly workstream sessions: Work across the three workstreams took place during weekly Tuesday lunchtime working sessions in September and October. There were some opportunities for Network members to input and participate in these activities asynchronously.
All-Network Phase wrap-up meeting: there was an online session to report back and reflect on the activities, discuss the outputs from the work, and look to the next Phase (which will be about Options and Choices for Action). Slides from the meeting can be found here.
Community perspectives: As different lenses and perspectives are needed across this research work, there will be ongoing work throughout all phases of the research, led by the project team, in collaboration with Network members, to ensure te ao Māori and community engagement and input.
